Ukraine and the Philippines have agreed to draft a formal defense framework focused on joint drone production and sharing lessons from wartime experience.
A Philippine delegation led by National Defense Undersecretary Salvador Mison met with Ihor Zhovkva, deputy head of the Office of the President of Ukraine, in Kyiv to discuss expanding defense cooperation.
The meeting marked the first visit by Philippine defense officials to Ukraine and followed President Volodymyr Zelensky’s visit to Manila in 2024.
‘Drone Deal’
The proposed “Drone Deal” focuses on knowledge transfer, technology exchange, and cybersecurity cooperation to help Manila strengthen its military capabilities amid ongoing South China Sea tensions.
“The profile teams will establish a dialogue to exchange Ukrainian experience in waging war and implementing new practices in the defense sector,” Zhovkva’s office stated.
Analysts note that while Ukraine’s ongoing war limits its ability to export turnkey systems, Kyiv’s rapid innovation cycle offers valuable lessons in areas such as low-cost maritime surveillance and electronic warfare.
“Kyiv may have more capacity to provide expertise, designs, training, and industrial partnerships than to deliver large volumes of finished systems,” Arnaud Leveau, a geopolitics professor at Paris Dauphine University, told South China Morning Post.
Beyond bilateral defense cooperation, the discussions also covered Indo-Pacific security and Ukraine’s effort to secure Sectoral Dialogue Partner status with ASEAN, which is chaired by the Philippines this year.
